The Government of Ghana has officially expressed strong reservations over Canada’s decision to refuse a temporary residence application for Black Stars midfielder Thomas Teye Partey ahead of the 2026 FIFA World Cup.

In a press release issued by the Ministry of Foreign Affairs on June 13, 2026, the Government described the decision as “high-handed and extremely unfair,” noting that Partey remains a key member of the Black Stars currently participating in the FIFA World Cup.

According to the statement, Canadian immigration authorities based their decision on inadmissibility provisions under Canada’s Immigration and Refugee Protection Act (IRPA), reportedly linked to pending criminal proceedings in the United Kingdom that have not resulted in any conviction or judicial finding of guilt.

The Government reaffirmed its commitment to the legal principle of presumption of innocence, stressing that reliance on unproven allegations without a judicial determination raises concerns regarding fairness and proportionality.

While acknowledging Canada’s sovereign right to enforce its immigration laws, Ghana stated that it has initiated active diplomatic engagements with Canadian authorities to seek a review of the matter.

The Ministry disclosed that an official note of protest was sent to Global Affairs Canada on June 11, 2026, requesting reconsideration of the decision. Government also indicated that it is prepared to explore all available diplomatic, legal, and administrative remedies under Canadian and international law, including possible judicial review before the Federal Court of Canada if necessary.

Foreign Affairs Minister Samuel Okudzeto Ablakwa is also reported to have held discussions with Canadian officials, including the Canadian High Commissioner to Ghana, Myriam Montrat, since the matter emerged.

Government further emphasized the importance of Partey’s participation in the FIFA World Cup and urged Canada to rescind its decision in the interest of fairness, due process, and the principles of common law.

The statement concluded by reaffirming Ghana’s commitment to its longstanding bilateral relations with Canada and expressed hope for an amicable resolution through diplomatic engagement.
